How can I enable or disable 'sticky' mote mode?

With sticky motes you can embed your motes into any web page, so that you can provide a 'voice-over' to content that you share. You will see this labeled 'Record on URL' in the Mote extension, but 'Sticky mote' is just a more entertaining name. 'Sticky' mode is turned off by default, but can easily be enabled as shown in the gif below.
